Regulatory Framework for Low Carbon Tourism
Regulatory framework on low carbon tourism, environmental certification and greenhouse gasses emissions monitoring
The aim of this component is to cooperate with decision makers on revision and development of new legislation and strategic documents, which will support different, more environmentally and climate friendly tourism offer of the country. Introduction of the environmental certification schemes for accommodation capacities will benefit the quality improvement and introduce resource efficiency standards. The ecological certification schemes, or green day-to-day operations of tourism entrepreneurs, will result in higher profitability through:
- Lower energy consumption;
- Lower water consumption;
- Waste reduction;
- Reduction of overall impact on the environment;
- Stepping into the growing market of environmentally-conscious travelers.
The project supports development of permanent GHG emissions monitoring in tourism sector, while Montenegro is one of the few global frontrunners on piloting climate mitigation requirements in the service sector. The emissions measurements are conducted based on the independent third-party verified methodology. The results will help decision makers as well as investors to join forces in combating climate change.
TCNT Project contributed to the development of framework National Strategy for Sustainable Development until 2030 that converts Agenda 2030 and Sustainable Development Goals into national setting. Principles for low carbon tourism development were incorporated in National Climate Change Strategy by 2030.
Project provided key inputs for Law on Tourism and Hospitality (2018) that defines sustainable tourism development; based on the alignment of the economic interests and environmental protection needs with adaptation to the climate change and continues mitigation efforts in the most viable economic sector. Law on Environment (2016) foresees establishment of sustainable financial mechanisms for innovative investments in development context. Law on Industrial Emissions, adopted by Government in 2018, provides framework for shifting to the clean technologies and best available practices in order to preserve environment and combat climate change. TCNT Project supported development of the Analysis of impact of Low-Cost Carriers on tourism in Montenegro, with proposed mitigation measures.
